ive been seeing these sites that say you can get your money back in case your credit card got cloned or if someone screwed you on a transaction. is this rule universal on all banks around the world? if i tell the bank that i did not purchase an item on my credit card statement would i get my money back?

If something bogus shows up on your statement, dispute it in writing to your credit card company -- use the correspondence address shown on your statement. They will investigate and remove the charge.
