and lets say you move to New Jersey where its 17 to get your license can you keep your license if you become a perminate resident

You must be at the very least 16 years of age in order to get your NJ provisional license, even if you were licensed in another state.

Unlikely. Most States maintain that you must have the requirements of their area to drive.
