my dad has signed a couple for people..and he is a shopkeeper. my husband is a local government officer at the council and he too has done a couple...so i think a fireman would be ok.
they'll soon let you know if its not....i'd give it a go...it is a profession after all. hope your relative gets well soon!

You should state what country this is for.
As far as I know you do not need anyone to countersign a passport application in the USA. You just take it unsigned to the the proper intake person, usually the local county clerk, some post offices accept them. You sign them in from of the county clerk then they sign and send in the application. With your certified birth certificate.

If you know anyone who is a teacher, or works at a bank. They can sign it too. They have to have known you for 5 years though. I think.

This is the list from the Identity and Passport Service (notice the name change ready for the DNA database?). Although it says fire service official, I think you should try the fireman. I have done them as a retired police officer.
"After you have completed the form in full, including section 9, section 10 should be completed and signed by one of the people below, or someone of similar standing in the community, who has known you for at least 2 years.
The latest version of the application form asks the countersignatory to enter their current British passport number (Irish passport numbers are also acceptable). This is necessary to enable us to check identity.
You should give the countersignatory your complete application together with photographs, documents fee and envelope, so that they can seal the application after completing section 10. (In the case of a child section 10 should be signed by someone of the relevant standing who has personally known the person who signs the declaration at section 9 rather than the child).

I was under the impression that anyone with a valid passport can sign it. Check at the main post office.

I used to work in a pub and had the landlord sign for me. Maybe if you got on with the landlord at your local you could ask them? (he was the licensee for that pub though, don't think the manager at Weatherspoons would do somehow ...)

i had a friend to do it for me.They have to have their own passport and must have known you for a minimum of 3 years.The only people who cannot sign it for you are relatives.
