Not evil just nature. Always has been natural disasters. Of course humans are sort of making some of the disasters now.

Not if god doesn't exist.
Disasters are then part of nature, to be dealt with as such.
If a good and powerful god does exist, it's a little more tricky.
There's either the "Judgement and punishment" route
or it's necessary to explain why such pain and suffering is permitted, if not specifically originated (given the "weal and woe" biblical verse, and others) by a loving deity.
It should be noted that Jesus noted no inevitable correspondence to disaster and sin (see "tower of Siloam") and expected famines and earthquakes to occur.
But in Job, God is depicted as wiping out most of a family in order to make a point to Satan...
I'll go with natural disasters being natural. No deity involved, one way or another.

I do not understand the “or” part of your question.
Under most mono-theistic religions, there is a single “all powerful” god. As such, there is no action beyond his control.
“Evil” requires will and intent. The outcome of a random coin flip is not evil. The use of a coin to determine fate may be an act of evil, but the coin itself has no will or intent and cannot be evil.
As such, when you combine events such as earthquakes and storms with the belief in an all powerful god, then you must accept that all acts are “acts of good.” Then the question is, if they are acts of god, are the acts evil, thus, is god evil? As such, I do not think “evil” is properly considered in the evaluation of the acts.
Besides, almost all mono-theistic religions maintain that the punishment and reward for our conduct in this life comes in the next life. We do not see the reward, punishment, grace or vengeance until this life is over.
Natural disasters, are best considered “natural” and without will or intent. If an all powerful god wills such things, it is unlikely related to any act of vengeance or evil.
As such, it is unlikely that god is punishing anyone. As well, such acts are not properly considered evil.

God has no need to punish. What for? We cannot harm pure energy! Natural disasters are events brought about by the collective conscious.

They are the natural result of living in the most material dimension we live in. We do not "create" these things as evil wants to think. Evil wants us to feel guilty, so we think we are going to be punished, and rebel. But we do make them "worse" by not learning how to control our spiritual power. As we help our Creator keep this world in existence.

Neither of your options fits. Natural disasters are only natural disasters because humanity deems them so. As with all things in nature; they just ARE.

If I told you that we had the power to control natural disasters before they happened, would you then think that they are evil, or that people's neglect and ignorance is evil?

organic failures won't be able to be defined as the two. they're organic and there for portion of the organic worldwide. even with the indisputable fact that, if we ourselves have made the organic worldwide unbalanced in any way, then we could in part be blamed for any injury this is carried out. in spite of this, I nevertheless do now not think of that it particularly is defined as good or evil. they're led to with the help of a collective contribution from the human race or the worldwide Herself. There are no evil intentions linked to them, in elementary terms the ends up of their prevalence.

The earth has been under a curse since the fall of man. Also, we are now in the "birth pangs."
"For nation will rise against nation and kingdom against kingdom. And there will be famines, pestilences, and earthquakes in various places. ALL THESE ARE THE BEGINNING OF SORROWS." Mt.24:7,8
