Most girls with acne don't need a moisturizer. If your skin has dry patches, it could be something you're using on your face (like a harsh soap or medication) or just the way your skin is. If you do have dry patches, you'll want to find a moisturizer that has "non-comedogenic" (which means "usually doesn't cause acne") and "oil free" on the label. One good way to get moisturizing and color correction is to use a foundation that is non-comedogenic. If your label on front doesn't say "oil free", that's a pretty good indicator that it has oil. Since all lotions and moisturizers have to list their ingredients, you should be able to read the names of the ingredients. Most of them are chemical names for things that we know by another name. Like aloe, it won't be just "aloe" on the label but "aloe barbadensis". Look for anything that says "oil" or "butter" in the name (like "cocoa butter" or "almond oil"). If the lotion has anything with those words in its name, it is not oil-free.
I never needed moisturizer when I was a teen and young adult. Using any lotions or moisturizers at all would make my skin feel and look like it had been coated with cooking oil. But, when I got near 30, I began getting dry patches on my skin during the winter, so I started using Purpose facial moisturizer that tones down redness and has a 30 SPF sunscreen. It worked great without making my face feel oily.
Here are some moisturizers that are oil-free:

http://beauty.about.com/od/skinflaws/a/moisturizers.htm this is all about moisturizers. It tells you what is the best for your type of skin and offers the brands they rated "best" on the market.
If you wear foundation or makeup of any kind, you'll want them to say "non-comedogenic" on the label and also try to find one that has "oil-free" on the front. Sometimes it will indicate it is oil-free on the back when it tells you the benefits of the product. You should be able to find oil-free foundation, blush, eye shadow, and pressed powder in any store. Most companies have both oil-free and "deep moisture" products. So make sure you read the label.
To help reduce the oily feel of your skin during the day, you can use blotting papers to pat your face any time your skin feels oily and looks shiny. You can either purchase some (the drugstore website at the top of this answer has ones by Clean and Clear) or you can grab a couple of potty-seat protectors the next time you visit a restroom that has them. They are made of the exact same paper, so if you grab a couple of them and cut them into squares, you will have free blotting papers. (I used to do it all the time when I was working. It worked very well.)
Most people with acne shouldn't moisturize at all. But, if you do have dry skin patches, you can use moisturizer before bed to help your skin recover from the day's stressors. I would recommend using a liquid foundation when you put on your makeup in the morning. Just make sure anything you buy has "oil free" and "non-comedogenic" somewhere on the label. Good luck!

All moisturizers contain some sort of an oil. Most conventional moisturizers contain petoleum derivatives as the oil, which can be camaflouged for marketing purposes by calling by it's chemical constituants.
Just a dab of clear vegetable oil does the same job.
If your face feels nice and pliable, your sebaceous glands are functioning properly and you don't need to moisturize. The result would be disruptive to the well-functioning system of your skin. Block the pores and induce a break-out. If you really *have* to moisturize but it's not based on physical need, just do a dab of clear vegetable oil like sunflower, jojoba or hemp. Olive is even okay.
If your face is sort of oily when you wake up in the morning or are really tired, don't moisturize at all! Wash with a natural soap to remove excess oil. Don't strip your skin with chemicals which will over-dry and cause the same problems as people with dry skin.
If your skin is tight, visibley dry, or has a totally dry appearance. Keep a bottle of jojoba (the best), hemp (next to best, but needs refrigeration), sunflower (next choice), olive (not as many nutrients and can contain residue from chemical processing, however, extra-virgin does not have any chemicals since extra-virgin is simply pressed from the olive) in a container in the bathroom or your room. Put a dab all over right after the shower, before you dry your face. After that, keep applying a tiny dab here and there and rub in. All you want to do is help your sebacious glands stay lubricated to move the dead skin cells from your pores.

1] get face wash, toner, sunscreen, and moisturizer for YOUR skin type - normal, oily, dry, combination, or sensitive.
All products should be labeled - and will say if oil free.
Wash, tone, and sunscreen in am; wash, tone, and moisturize in PM.
2] use Aapri or St Ives apricot scrub every two days until skin is clear, then twice a week. Gets rid of all the debris before it plugs skin up.
3] buy only non-comedogenic makeup [ labeled on package ].
PS: moisture does not cause whiteheads - they are a combo of skin wax [ sebum ], skin oil, and skin cell debris.
Blackheads are the same, but open pore so outside looks black. Add bacteria and you get acne [ zits or pimples ].
