He was in conversing with someone. but Who?
Could this be the one God was talking too?
Proverbs 8:
22The LORD possessed me in the beginning of his way, before his works of old.
23I was set up from everlasting, from the beginning, or ever the earth was.
24When there were no depths, I was brought forth; when there were no fountains abounding with water.
25Before the mountains were settled, before the hills was I brought forth:

31Rejoicing in the habitable part of his earth; and my delights were with the sons of men.

Let us reason together. Did I just then mean you and I are the same person? No. The two of us can do something together. So, what does the Bible really say?
John 8:58 has Jesus speaking that he had a prehuman existence. "Before Abraham was, I have been." Indeed, Colossians 1:15 shows Jesus was the first born of ALL creation and through him all other things were made.
So the Bible answers that question itself of who God was talking too--Jesus.

Though I believe in the Trinity and many Trinitarians believe this is God talking to Jesus and the Holy Spirit, I dont believe it is because God never refers to Himself in plural form anywhere else. As it says before "let us make man.." God had already created the heavens and the earth... Angles were already there. He was likely speaking to them because angels are body mind and spirit (which is the trinity) like God and God was making us the same way. Though angels didnt create Adam and Eve themselves, an angel was used (Satan) to bring about our free will and angels have also been used as a medium between God and man thus helping create who we became.

because the hebrew word for god (power) can actually be translated in two ways since hebrew does not make a distinction between, many or great.
the words for 'a great god' and 'many gods' are the same. but since christianity is monotheistic thisi s translated as the first rather than the latter.
the first line of the bible can be translated in a few ways actually:
- in the beginning, a great god created the heavens and the earth.
- in the beginning gods created a grand heaven and the earth.

actual on the commencing up of the bible it does use the plural so the literal translation would desire to be greater like 'and then the gods made the earth' yet i think of that's greater of a hedging of the bets by way of the early writers to purpose and please pagans and people who beleive in many gods.

As techno says, it's just the royal plural - a convention in those days for kings and queens to speak of themselves in the plural.
Read Shakespeare and you'll find it everywhere.

Indeed, Plural God(s) can't be one by division.
Divided, against itself, shall fall, to desolation.
Begin: plural God divided: OT Law vs NT Law
OT Begin: Fear(torment); NT Begin: Sorrows.
The End: one God united, is Grace, is sufficient.
POINT: Grace is not Law Law, nor Law vs Law.

Us and WE are used in majestic terms.
God is not allowed to be referred to in any plural form as this is against the first commandment.
