Both...for one of God's laws is to obey the laws of the land. If you think that breaking one of the 10 commandments causes a person to be "lost", then yes, a lot of people will be lost because they looked to the laws of man to interpret the laws of God. God says do not kill, man says it is ok in certain circumstances.
I would point out that obeying God doesn't mean you have to disobey the laws of man. No laws require you to kill or to have sex with anyone before marriage or to divorce anyone against your will. The laws of man may allow (and perhaps even reward) people for breaking the laws of God but there are no laws against the commandments.
I'd also suggest that following God's instructions involves a lot more than obeying the 10 commandments...they are certainly a good summary of most of his other instructions, including the commandments that came through Jesus...love God and love one another. I thank God that he has the grace to forgive me when I break one of his commandments.

The only laws of God are the laws of nature that humans do not understand and have no conclusive answer for them.
Any and all other laws, including the ten commandants, are man made laws of which, many are genuine para-mythology!

As Acts 5:29 says, "We must obey God rather than men." This was when the apostles were ordered to stop preaching by men; a violation of what Jesus and his Father wanted.
Jesus set is simply when he said about taxes. "Give Cesar's things to Cesar, but God's things to God." (Mark 12:17)
Peter went a little more into detail in 1 Peter 2: 13-17, saying to subject yourselves humbly to men of all sorts, governors and kings for a fine witness to all.
Paul defined it best in Romans 13:1. "Let every soul be in subjection to the superior authorities, for there is no authority except by God, the existing authorities stand placed in their relative positions by God."
The conclusion to be drawn from this is we are to obey the laws of the land UNLESS they conflict with God's Laws. This is just as state laws in the USA are to be in force unless a federal law tops it.

God said to Obey the law of the land, until it conflicted with his law.
The reason I believe God said this is because he assumed that a peoples that would ask this question would serve him whole heartedly and he could assure that the government would be controlled by men of faith.
But when a peoples (or nation) turn away from God he allows the hell that naturally exists to come upon them and swallow them up until they repent.

Who says they obey Catholic laws either.I don't know one American Catholic that thinks going into someones else's home and stealing from them is legal.And that is what illegals do when they come here uninvited.They steal from us tax payers who by the way support the church too.My husband that has also been a Catholic all his life now doesn't give his tithes to the church anymore just for this reason, why should we have to pay twice.Once with our taxes and another through the church.

I follow the laws of man as long as they do not conflict with the laws of my God. When my faith in God is put into jeopardy by following the man made laws then that is when I would be willing to break them to stand for my belief.

I have a law in my conscience and whether of God or man, it won't allow me to "tear down" another human being in order to "validate" myself at someone else's expense. If this pleases God, then good. If not, I'll continue to march and still not say or do anything to willfully hurt or dehumanize another human being unless they so obviously deserve it. How can I do otherwise?

They're ALL man-made. The Biblical ones are fairly lousy, however: a few are self-evident, like killing, stealing and lying; some are overly draconian and unsuitable for a civilised society, like adultery and the nonsense about covetousness. Some are just rubbish, like the injunction about God himself.
Obey your conscience, THEN the law, and only then, if you must, any other received wisdom.
