A pie is usually filled with fruits, but can also be filled with creamy custard-like fillings, or nuts. When baked, a typical homemade double-crust pie should have a blistery, pebbled surface that promises flakiness. Baked to a golden brown perfection, slightly darker around the edges, the crust should be rolled fairly thin (1/8 inch) so that the entirety will be crisp, fragile, easily cut with a fork, flaky and tender.
Tarts are usually baked in a 9 or 10 inch straight, short-sided pan with a removable bottom and fluted edges, the pan being half a depth of a pie pan. Tarts are made with a bottom, and sometimes a whole lattice top. The bottom crust provides a perfect foundation for fruit and custard fillings and even chocolate. Bottom crusts can include a crumbly, delicate and cookie-like crust with added ground nuts, cocoa and spices or can include a flaky puff pastry crust.

I think that pie crusts are generally made with vegetable shortening (or a combination of shortening and butter) which creates a flakier crust. Pies also have a top crust or some kind of topping (meringue, whipped cream, for example.)
Tarts don't generally have a top crust and they're usually made with butter rather than shortening which produces a more crumbly texture.
