i heard a rumor that ps3 will have a price drop down to $399.(with a new 40gb hard-drive) in october. who else heard this?

no one. its probably not true. last time i checked it was i think a price drop from $600 to $500. i dont think they are gonna drop the proce under $500 for a while. at least till next year or longer.

There are a few rumours like this about at the minute.
Sony have denied them, but they're supposed to be making some sort of 'big' announcement around oct 12th....
