Ok... Have you read his Biography or Burmese days ? or ? or in fact... ANY of his work ?
Asking this question suggests you have not, and if you did, you may want to read tham again.
Animal farm was about the communists it the former Soviet Union, and has nothing whatdoever to do with Burma. George Orwell was a writer, and a writer ONLY, so he can carry no blame for the present conditions in any country he visited, Spain, France, India, Burma.
Blame (if it must be attributed) should be laid at the feet of the rulers of the FORMER British Empire, and at the people and rulers of present day of Burma.

Animal Farm was based on the Soviet Revolution and Stalins rise to power and the problems with Communism.(that no matter how perfect the idea is, humans are humans and will always want to be better than everyone else)
What I'm trying to say is, do some research about books before wasting my time by asking dumb questions.
