I've been to Taskbar and Start Menu under Control Panel and made sure that "Auto-Hide" is not checked and "Keep the taskbar on top of other windows" IS checked. I've also roamed around all over the place looking for a setting that might be the key. Right now, to get the taskbar I have to push the button with the windows symbol on it down by the control button.

Any suggestions?

I tried the 2nd answer - to unlock, drag it up in place, and lock it again - but when I take by cursor down to the bottom it doesn't catch and drag anything up.

I can't do a system restore. It's not my computer and the restore points are way back a long time ago.

I've only had this problem for a few hours today.

Well theres an easy way to fix your problem. Do it again in Control panel only this time uncheck the Lock the Taskbar on Properties. Then Drag the mouse cursor down almost off the screen then click/drag em up :) then lock the taskbar to avoid this problem :)

Move your mouse the other corners of the screen, perhaps it got docked to the top, left or right of the screen. The cursor will turn into the double headed arrow where ever it is. If you click and drag back toward the center of the screen, it will turn visible again. Click on the blank blue part and drag the bar back to the bottom of the screen. It will snap to the new side.

how long has this been going on?
possibly use system restore to a point before it started.
keep this in mind
keyboard shortcuts:
taskbar shortcuts:
the 1st 9 icon shortcuts can be activated by pressing
windows key + 1 through 9
other icons can be given windows shortcuts by:
right click icon
select properties
in shortcut box:
enter key you wish to use for shortcut
example:
winamp = enter letter w and windows adds ctrl + alt to make ctrl + alt + letter w to create a keyboard shortcut for winamp [ a multi-media player ]
i use WebKey to create additional keyboard shortcuts so that with all my shortcuts,i never need refer to my taskbar
