There is a HUGE difference in herbs and spices. When we were poor, we would buy the 'least expensive' spices we could, because we do like 'spiced' foods, but couldn't afford much. Now we have enough money to go to a spice store (I actually thought it sold teas, because I had bought them there) and buy them in 'bulk' and put them into our own containers. These spices TASTE BETTER ... they are a 'brighter, cleaner' taste than the 'grocery store' varieties that come in 'cans/jars' ...
What you want to use is up to you ... but I have found that by buying the stuff we season our food with at the 'spice store' it's actually much LESS EXPENSIVE once you have the 'containers' and it does taste better ... but getting the containers is fairly expensive. We use 'magentized aluminum' that cost about $2 per container ... but at least we had to pay that amount ONLY ONE TIME and they will last for many years. When you buy a 'packaged' spice, a good percentage of the 'cost' is for the CONTAINER, and not the 'spice' in it ... so I'd say if you have a good 'spice store' handy, you would be 'better off' getting them there ... and if you want, you can just 'wash' the old 'store bought spice containers' to store the newer, fresher spices in.
NEVER keep a spice longer than 6 months to one year ... they get 'stale' and the amount of 'flavor' drops markedly. And the 'spice' is actually really 'cheap' ... it's the container that costs so much money.

I use lots of dried herbs/spices and find them all to be pretty similar in quality but I do try to buy bags to refill my own jars instead of new jars and it makes it heaps cheaper. Remember that you use heaps less than fresh herbs as they are concentrated. ie one teaspoon of parsley instead of half a cup of fresh. It is correct though that if you are making a special dish it is better to buy herbs made by that country for that dish as they are specially prepared.

Yes, very much so. The best and freshest spices are Penzey's Spices...

This company's spices are commonly used by chefs worldwide. I suggest you try their Vietnamese cinnamon...you'll never buy your spices from the grocery store again.

No. When they are more expensive, you are paying for the NAME---much like a Abercrombie shirt costs more than a no-name one.
