It means that God can use seemingly bad situations to bring about good. Joseph was sold into slavery by his brothers, but, because he was faithful to God, he went on to become a great leader in Egypt, and was able to prevent the people of Egypt, and his own family, from starving during the draught.
This verse is the OT counterpart to Romans 8:28.

His brothers meant harm him and God used this to save save His family.
20 But as for you, ye thought evil against me; but God meant it unto good, to bring to pass, as it is this day, to save much people alive.

That is what Joseph said to his brothers, who sold him into slavery. They did it to get rid of Joseph because they were jealous.
Even though they did it for evil against Joseph, God took their act and turned it into something good, that is, to feed their families in a time of famine.
God still does the same thing today in different ways. The Bible says, "All things work for good for those who love the LORD." They key phrase here is, "for those who love the LORD." I hope I have shed a little light on your question. Perhaps there are others who can be more helpful. God bless.

I was listening one of Beth Moore's Bible study Cds and she shared that she was very badly abused as a child. She told that there is no any even where someone would not ask " Why did Jesus let this happen to to you?" . It was of course hard for Beth, but she overcame it and see how she can mentor others now in the same situation and many more situations.
Philippians 2:16- tells about drink offerings. We do go through things, even evil things so that we might be used for strengthening other people s faith. When we reach out to the grace of God we learn not to complain. We all go through things. We should avoid to be bitter. If our drink offering is bitter, Jesus will not receive it.

This was Joseph speaking to his brothers years after they'd sold him into slavery to Egypt. Joseph, rather than disappearing into that lowly existence, became a prominent man in the house of Pharaoh. His brothers meant Joseph evil, but God saw to it that it turned out for the good.

Read the other lines before and after it.
Joseph is telling his brothers to realize that although his brothers had tried to kill him, God had other plans, to save all their lives and more.
You seem to be using the King James bible. King James did not want the Bible in England and ordered 400 words, times each used to be changed to different words with other meanings. Plus over the past 400 years over 1,100 words have changed their meanings or their spelling, times each used. So get a modern Bible so you can understand it and have truth, the whole truth.

18 His brothers then came and threw themselves down before him. "We are your slaves," they said.
19 But Joseph said to them, "Don't be afraid. Am I in the place of God? 20 You intended to harm me, but God intended it for good to accomplish what is now being done, the saving of many lives. 21 So then, don't be afraid. I will provide for you and your children." And he reassured them and spoke kindly to them.
It is referring to how Joseph got to Egypt. He was a slave entering Egypt because of his brothers who sold him. They were jealous of him and so they sold him. That was the evil they did, but Joseph recognized that God had a plan for him once he got there.

God is in control. No matter what the trolls do God can take that situation and use it to serve our benifet, His purpose and His will.
On a deeper note: Joseph's brothers met to kill him because of his fathers love towards him just as satan wants to destroy all of Gods children because he loves us.

God is clearly stating that what Satan meant for evil, he has turned around and made good, by sending Jesus as our Salvation on the Cross. Excellent question. God Bless You.
