You can claim 5 or 6 allowances. Also 5 or 6 won't make any difference if your weekly paycheck is less than $500; there will not be any federal tax withholding.

You want to claim the amount that gives you the most money during the year. In other words, the goal is to neither receive or pay tax when you file in April, but come out even; however, this typically doesn't happen. Many factors come into play - do you have a mortgage, are the children under 13, etc. The safest bet is not to exceed the number in your family - 5. It is also better sometimes to go one or two less, if you cannot itemize. Following the w-4 instructions will help you determine this. Also, you can change the number at any time during the year, if you feel the tax withheld is not enough or too much.

If you are married and have 3 dependent kids, that's 5 for the people you'll have exemptions for. If you will receive the child tax credit for any of them (they have to be under 17), or if you itemize, or if your spouse doesn't work and you have just one job, you can probably claim additional allowances - you don't give enough info to tell you how many you can claim. There are worksheets with the W-4 to calculate how many allowances you can claim - download a W-4 at irs,gov and go through the worksheets.

To answer your first question: you can as a matter of fact, claim 99 if you want, but if you have 3 kids, and are worried about not owing at filing time, the go with three.
But there are other questions to this free advice: does your wife have a job and is she claiming her self and the kids, too?
Do you have a mortgage to be able to itemize a larger write off?
Assuming no to these questions, go with three.
