It would depend on the law for the state you are in. Most of the time if it says OCT 2007 they would be good up to 10/31/07 at midnight. After that it's November, and you can be stopped since your tags expired in October.
Some states, as noted in previous answers, have dates in the month when they expire, like 10/20/07. In any case, you should have gotten a reminder to renew well in advance, and in most states you can renew up to 30 days early, so there is no need to wait until you are expired. Also, some states will not assess a penalty until 30 days pass, but no state gives you 30 days to renew, once they are expired, they are expired and you are subject to being stopped and ticketed. That a common misconception.

Look on your car's registration paperwork. It tells you the exact date that they expire (at least in Washington State they do). They actually do expire on a specific date and not necessarily the last day of the month. My most recent tags expired August 18th, so I had to get them replaced before then.

Most expire at the end of the month on the sticker. Even those that expire on a certain date during the month are not usually prosecuted. "Usually" being the key word.

If it is on your property, they can't do anything. If it is on private property that is not owned by you IE: an apartment, condo, or townhouse, then the owners can have it towed as an abandoned vehicle. I suggest that you get it tagged as soon as possible.

Your plate should have an expiration date on it. Paper work also, which should be in the glove box.

check with the city, call and ask if its legal to park a unresistered non working auto? in most states unregistered atos are aloowed on your private property, even to use as farm trucks and snow plows an d certainly your broken cars. just call and ask? you might take a while to find the right place to call, the dmv? cops? but thats it
