You can call your local police department and sometimes they can for free, if not you can ask them.

I doubt very much this is possible. Police information is 'confidential'; at least it is here in Canada.
In the case of a motor vehicle accident, you might be able to obtain a copy of the police report for insurance purposes. In most cases,the insurance company will want a copy of the police report.

No likely that you can. If it is your report, you can normally go to the office of the agency that filed the report and pay for a copy.
