unless you clean the minds of the citizens ,with TV ,propaganda ,radio shows
public speeches ,A police force that serves heavy fines and jail sentences for people who litter,
for get about it ,

In Mexico I worked in the department of ecology for a rural town ,we did radio shows, had the army help us clean, and used all of the schools in cleaning up the city center and river banks

about 3000 people got involved.we could have more ,but were limited to trucks .tools and bags

As we were cleaning people dumped more trash in the places we cleaned ,

today a year later the situation is worse than ever ,The people say it is their human right to litter.

Americans (meaning South,Central and North),are notoriously insensitive to
Unless you start threatening to shoot people who litter ,give heavy fines (this works in Europe)or putting them in jail ,you will get nowhere ,it is waste of time ,and all the people who clean will end up very disillusioned ,ending up as people who litter themselves ,so you have gone backwards

In the Netherlands there has been a philosophy for 400 years of not dumping trash, and keeping the streets clean,
to drop a candy wrapper is a heavy fine ,if you throw something out of the car window you can lose the car ,or pay fines of thousands of dollars ,
they have learned because it is a very small country and problems of contamination affect everybody very quick and so they are clean
In the Americas they wont learn until the streets are littered with dead bodies.

Chief Seattle said over a century ago ,those who sleep in their trash will die in it ,
you people are determined to make this come true .

if you still want to go out and clean give everybody these synthetic fertilizer bags ,and have some pick ups to cart them away as they get filled up,we used big trucks ,and collected 26 tons of garbage in one day

Have people giving sandwiches and drinks to the volunteers, and invite the media to film the action make sure the whole world knows you are doing it ,and leave big signs behind saying who cleaned and begging for co operation to not start again,

Make a large hole to act as alternative dumping places ,because many people are bound to come back

And get the municipality to install waste baskets on lamp posts ,in Holland there is one every 20 meters or so.But it needs to be backed up by a service that empties them.
And in the village centers are containers for several types of trash ,YOU HAVE TO PUT IT IN THE CORRECT CONTAINER OR YOU WILL GET FINED

goodluck

Congratulation for undertaking a Thankless Task.

Not Many Understand the need to have a Clean City.

Every city like to claim that they are Clean, look deeper, and guess what you can uncover.

Good News is that it is easier to achieve it now. Thanx to the Internet, and Efforts such as Wikipedia (it is not a 1 person of 1 team show, but a community effort)

Define Clean (Your Targets, and the time scale to achieve it) or although you maybe doing well, the differences of Target zap the team moral.

What is it in for the End Users?(the ones Generating the Trash) High Ideals, Big Statements carry little to no weight for someone whom is struggling to feed the family.

Solve the side issues, and slowly the Cleanest Issue is solved.

How did Singapore solve the cleanest issue.
Some would say that various Education and Campaign solve the issue.

I think, it is the rise in Education and Wealth that solve the issue.

Education
People with more education look down at the poorer ones, (Wharton MBA out class one from Havard)

Signs of poor education (Poor Social habits such as Littering, not recycling) Been look down upon is a Big Social pressure.

Wealth (Greed)
Clean Places, will alway command more money for the property.

Places Shared, imply that no matter how good the up keeping does, the User has little to no benefits, would the User brother?

Note Cultural Habits, (such as littering) takes Generation to change. Campaigns, does little to no real value. It take time.

No city is clean, take Singapore, stated to be cleanest city in the world, but I found that to be false. My sister recently went there and told me most of the streets were dirty and in Singapore Railway station, the station was littered with garbage and walls were stained with spitting, (you may argue, the station is a Malaysia Territory) same was the case at many places in City State, people are not affected or scared by the So called heavy fine that is stated to be imposed on people who cause untidiness on that Country. Every thing should come from inside. There is a Tamil Proverb " Tirudana parthu Tirundha vit taal - Tirutai oyikka mudiyathu" means ' Unless the thief reforms himself, theft cannot be eliminated. For Singapore itself it is a problem then think about India or other countries, even in Britain, inside the Gangways of the Buses, 'Don't spilt in Public' is written.

So it is hard for completely making a city clean and tidy. Hope you would have understood.

You should go around, and get as many people as you can to help pick up trash in the city. That would make a HUGE difference in the air we breathe, and the environment we live in. Ride bikes everywhere around campus, instead of wasting your money on gas, and hurting the environment. Plant trees, and flowers to make the city a better, cleaner, place [or to start out small, plant trees and flowers in your community]. There are endless possibilities. This is great you are starting a cleaning project. Good for you!

Well, you just precluded the best with that statement no Mid west city --too bad Chicago is what you are seeking. Do not mind being a hunk of meat try Dallas--all single woman get that approach there for "awhile'. Try Tucson Az.--slow compared to D.C. and few people know Prada or Coach from WalMart and Penny's-- Living is cheap as they come across each day looking for work, cook, house keeper, etc,.Buy a pair of round trip airplane tickets with open dates so can tell Mom/you will see each other for sure.

If you have taken up a cleaning project in India, you will need all the help that God can provide. All the best to you! First of all educate all households not to throw garbage on to the street; they should co operate by using garbage bags and keeping them outside for collection. So you will need collectors, wheel barrows, vans and finally a dump. I hope you get funds for organising all these essentials. College students to volunteer? surely it is not in India!

To Clean Up The City first and foremost stop people from splitting on roads by urging them not to split on roads, now if they do the same, then give them flowers and request them flowers in front of other people to stop it, now even if it continues then enough is enough give them a Jadoo Ki Chappi in front of people b'coz it's the era of Gandhigiri and make them feel awkward for their act.

A good garbage disposal system, garbage should not be allowed to dump on roadside, it should be directly collected from the houses, and disposed at a proper place. Educate children on clean environments.

It is simple, provided that administration and/or individual really want it. Collect the rubbish from anywhere we see it. Do not hesitate to put it in the nearby dust bin. Chide any one who litters in the vicinity. Be ready to pay nominal penalty for any violation of the sanitary standards set by ADMN or voluntary ORG. Beginning has to be from ME!
