It was Almighty Jehovah, God the Father (see Matt 3:17; Mark 1:11; Luke 3:22).
Although it is hardly a significant doctrinal point, Jehovah's Witnesses happen to believe that the "voice" of God the Father was not heard except for three occasions mentioned in the so-called "New Testament" (see Matthew 3:17; 17:5; John 12:28, 29). During other bible accounts, God the Father (Jehovah) spoke through Jesus and angels.
(Hebrews 1:1,2) God, who long ago spoke on many occasions and in many ways to our forefathers by means of the prophets, has at the end of these days spoken to us by means of a Son
(Galatians 3:19) [The Law] was transmitted through angels by the hand of a mediator.
Even on Mount Sinai, the bible indicates that Moses did not speak directly with God the Father, but with an angelic representative.
(Acts 7:37,38) This is the Moses... This is he that came to be among the congregation in the wilderness with the angel that spoke to him on Mount Sinai

Jehovah God spoke from heaven at Jesus baptism. Jehovah said this is my son the beloved whom I have approved.
That's a very beautiful account because it shows the close relationship that Jehovah has with his only begotten Son. It's such a blessing to know the truth and know that Jehovah and Jesus are not part of a false trinity teaching.
The trinity hides the true identity of Jesus Father Jehovah. Jesus taught us about his Father and his Fathers name.
Just read John Chapter 17. Jesus pours his heart out in prayer to Jehovah.

Jesus replied, "Let it be so now; it is proper for us to do this to fulfill all righteousness." Then John consented.
As soon as Jesus was baptized, he went up out of the water. At that moment heaven was opened, and he saw the Spirit of God descending like a dove and lighting on him. And a voice from heaven said, "This is my Son, whom I love; with him I am well pleased."

It was dramatized by the gospel writers, if God's voice was really heard from heaven, the whole nation would have at that time been converted and follow Christ, but it didn't happened and Christianity was still an underground religion for after some 3 centuries later that it was finally established in a pagan's world of Constantine, but not in the Jewish nation itself.

The New Testament has been changed and edited by those after the authors wrote the books decades after Jesus in the GREEK language.
This incident only makes Christianity look more and more Polytheistic.
