13 "In my vision at night I looked, and there before me was one like a son of man, coming with the clouds of heaven. He approached the Ancient of Days and was led into his presence. 14 He was given authority, glory and sovereign power; all peoples, nations and men of every language worshiped him. His dominion is an everlasting dominion that will not pass away, and his kingdom is one that will never be destroyed.

It refers to the FUTURE coming of Mashiach. After all- the Chapter finishes off with:
" 27. And the kingdom and the dominion and the greatness of the kingdoms under all the heavens will be given to the people of the high holy ones; its kingdom is a perpetual kingdom, and all dominions will serve and obey [it]."'

And the phrase "under all the heavens" includes this woprld- thus anyone who claims to be Mashiach, but does not establish dominion in this world, in which the people are under the rule of the High Holy ones (the Kohanim), is claiming the title falsely since they have not done what is necessary to be Mashiach!

Jesus referred to himself as the Son of Man 89 times in the New Testament. He made this claim in front of Caiphas the High Priest and they condemned him for it as blasphemy.
See Mark 14:61-62.

This is the first reference to the Messiah as the Son of Man, a tittle that Jesus applied to Himself

apparently some being that has the power to show up in places without warning, and has power over fire.

Maybe the Son of God? Maybe the Angel of the Lord? Maybe God himself?
