The Justice Department collects the information from all local police departments and correlates the information. They say that violent crime has declined.
Whether or not it SEEMS so is a subjective viewpoint. While a lot of people are convinced that violent street crime is just waiting for them to pass by (yet they never actually experience any), I've been to every major city in the continental U.S., walked down some nasty ares of the cities, and have never encountered any street crime. For me, violent crime seems to run from me. I'd say that there is no violent crime, but the TV news says different.

Violent crime on the whole has not lessened. If you look at the numbers, crime rate v population you will find that violent crime (Murder, Rape, Robbery, Assault) stays about the same. There are local spikes in the rate.

Violent crimes seem not to decline because of drugs that tend to cause more crimes nowadays like murder and rape.

Crime has went up since Bush has been in office. The longer He stays in office the worst the crime gets.
