Sounds like the problem is with your mental state and not the school.
Get or draw up accurate timetable for everything you need to do. Not just for classes but also for other things you do during the whole 7 days in the week. day and night.
Even add times for eating, washing, showering, homework, dressing, absolutely every little thing.
You need to regulate and be in control of what you're doing.
Carry a diary with you all the time and have your time tables with you.
Further more to reinforce your daily timetable copy it on to your computer as well. This helps keeping it in your mind.
And keep it super accurate!
Once you take control of your activities hopefully you'll be in charge again and your problems then won't rule you.
It wont matter which school you go to you're going to have the same problem so try all the above.

Well, the good thing is that you know what the problem is. You don´t like the place where you are, it´s obvious you are not feeling well. I think is better if you leave. Is it possible if you get some time off to think your next move?
Why do you think wherever you will go you´ll get counselling? There´s no way to know this. If you take some time off and think things over in a relaxed way, chances are you´ll see your situation clearer. But first, get out of that place.

1: get more sleep (the other answerer is right :) 2: take a hot bath or soak your feet into hot warter for about 10 to 15 minutes, before you heading to sleep. (well, both works fine, but, that is, if your heart is perfectly healthy, with normal blood pressure.) 3: listen to some soft music 4: turn off the light, or, have very low light (ordinary night light, or some thing even lower than that. :) 5: keep the sleeping environment quiet 6: avoid heading toward door or windows while sleeping. 7: do what you enjoy (reading, sporting, singing or even musturbate as necessary) on a regular base, can also help you to relax. :) 8: Make sure you take enough vitamins and minerals, a healthy diet is always good for all reason. :) (more vegetables and fruits, less meat is ideal. :) 9: kill some time in the library, and prabebaly meet some friends(becareful, and make sure you make right friends, the good people, of course.) 10: treat yourself with better food and try not to give yourself too much pressure... in many cases, things aren't as bad as you imagine they are, so, take it easy, and you may solve your problems much easier and faster. ... well, that's about it, take good care, and wish all is well for you. ^_^.

Go get yourself relaxed and stop stressing. (may take a couple of days off)
It's not good for your health.
After you've been relaxed and in a good mood, go back to the college.
Be calm, be cool.
Go up to the dean (have some courage) and tell her you might be switching colleges. Understand that she might grin about what your choice is.
Finding another college is hard, but i suggest that since you have so much trouble with this college, and your stressing out too much, find another one that suits you.
Once you start that college, don't do anything that will cause you trouble.

It's called a clash of personality's between yourself and a person in authority your there to learn not having a daily fight that makes you hate being there, so mellow out , defer for a year. Have you thought about going backpacking another country for a while try it you'll have a great time also get your head together to see if you want to continue college or keep traveling. I did and now I live in Australia it was a great move plus I have a great job and finished my degree here.

See stress, and anger management methods on pages 42, and 4, and practise daily, one of the relaxation techniques at http://www.ezy-build.net. (.net.nz/~shaneris) on pages 2,11, 2c, or 2i, which will enable you to emotionally center yourself, and help you, in future. Whether you decide to leave, or stay; approach the Dean, stating that you realise that you have a problem, but are taking steps to treat it. Visit your counselor, too.

You need to overcome this and get it straightened out where you are. This will follow you around like a bad reputation if you don't. If you have to leave,,..leave on GOOD terms..not bad terms. They'll be sending your records to the next school and you'll have strikes against you before you even get there. Good Luck.
