I believe I have a 239 V6 in my 1988 dakota, it's got a Holley carb on the top, which according to research should be a 6280.
The truck's too old and rusty to tear down into a project truck, but I'd like to make it a little more capable without spending more than 600 bucks. Just enough so I can pull the occasional trailer and get through everyday mud patches, nothing extreme. I'd also like to not nuke my gas mileage while I'm at it.(not sure if that's asking too much)

About the only thing I can think of with the price limitations would be go to Mopar performance and get a 4 bbl intake an get a 4 bbl carburetor. You might also look for a 3.90 rearend which was standard in the 4 cylinder so it would have enough power.
I have an '87 that came with a 2.73 rearend and it didn't have enough power to pull your hat off. I changed to the 3.90 and it performs a lot better.
You can get heavier coil springs for the front and add leaves to the back springs to increase the load carrying capacity, if it isn't already at the max.
