" NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, acting under the authority vested in me by the Constitution and the laws of the United States of America, including but not limited to section 201(b) of the NAFTA Implementation Act and section 604 of the 1974 Act, do proclaim that:

(1) In order to provide an accelerated schedule of duty elimination for specific goods of Mexico under the terms of general note 12 to the HTS, the tariff treatment set forth in the HTS is modified as provided in the Annex to this proclamation.

(2) The amendments made to the HTS by the Annex to this proclamation shall be effective with respect to goods entered, or withdrawn from warehouse for consumption, on or after October 1, 2007.

(3) Any provisions of previous proclamations and Executive Orders that are inconsistent with the actions taken in this proclamation are superseded to the extent of such inconsistency."

It really concerns me when Bush comes out with unilateral actions under the color of NAFTA.

You understood that. Jeez, you must have gotten a Law degree from Loyola. My question is what did Mexico do to reciprocate. My mother would probably hope it's Papaya. She is till waiting for all that wonderful Mangoes Bush promise from India in exchange for Uranium.

I would assume from Bush, he will eliminate all. In this arena, I expect the worse and hope My expectation isn't too optimistic.

I think --- big deal --- this was always the intent of NAFTA. Certain duties will be eliminated on an accelerated schedule. A lot have already been eliminated of course. It would be nice to know what specifically will not be taxed but once we bought into NAFTA, we knew we would have days like this. (10/01/2007 for instance).

Taxes must imposed on goods coming from Mexico so that the government will have revenues to finance its public services.

No import duty (taxes) on products coming from Mexico
NAFTA = North American Free Trade Agreement
