Also is a taxi in the B-more area expensive? Or should I just opt for a hotel with a free airport shuttle service?

I JUST FOUND OUT THAT AMTRAK IS CLOSED WHEN I'LL BE THERE!!!

If the Amtrak and MARC trains aren't running when you arrive, take the B-30 bus to Greenbelt station. A taxi is going to be much more expensive (around $60-70) and I don't think there are any hotels in the District that offer free shuttle service to BWI.

Forget Amtrak- take the MARC train to Union Station and then the Metro to McPherson Square. Walk south down one of the numbered streets (14th, 15th, 16th) to Penn Ave. :)

The whole trip might be about $8 for the train, and a max of $3 for the Metro one way. Go visit www.wmata.com and www.mtamaryland.com for exact prices.

It'll cost you waaaay less than a hotel with free airport service. Hotels in DC within walking distance of the White House will cost you at least $150 to $300 a night.

Taxis in B'more are cheaper than those in the District, but I think that cab drivers fleece you no matter what country or city.

Take the Amtrack train from BWI to Union Station.

Union Station will let you out right in the middle of downtown D.C. You can walk to Capitol Hill from there.

Amtrak, or MARC? MARC runs M-F during business hours and can get you the DC subway system easily, and the subway has several stops in and near the Mall.

Look into a good map of the Metro system. That should work for getting around in a cost-effective way.
