Try http://www.petfinder.com/ you can search your area for a puppy to adopt from a shelter. It doesn't cost very much, not like buying a puppy, plus you will be saving a puppy's life. If that is still too much, try looking in the news papers. In the classified adds, they often have puppies free to a good home advertised. I got a puppy like that once and he's was a great little dog.

Seriously,Here's what you do. Put your little tush to work doing odd and end jobs for your neighbors like babysitting, dogwalking, ect. ect. Take the money you make and go to the shelter to adopt one. The adoptions fee is usually under $100 .
Edit: And I also agree with Kat, If the parents expect everything else to be free then forget about getting one.

If your parents said as long as its free, WHO is going to pay for vet visits and shots, food and other things it will need? IF those things need to be free too, forget it. Do not get any pet you cannot afford to properly take care of.
THERE IS NO SUCH THING AS A FREE LAP DOG OR ANY OTHER DOG!!!

You are more than likely never going to find a "free" lap dog. They are high in demand, as well as price. Sorry.

If you have permission, then you must be a kid, and your parents said that "sure you can have a dog, if its free" is their way of not being the bad guy, so they don't have to say no.
