you could try reporting it to the trading standards and see what they advise .. good luck with that !

No doubt that this is an Industrial Accident. Your voucher refund was fair, but both you and, more importantly the manufacturer are duty bound to recall the entire batch. You should inform the Trading Standards Office and the Manufacturer giving details of the batch, where and when you bought the tin etc. I'm sure that the manufacturer would be grateful to take steps to avoid any other more serious accidents (involving young children.)

In addition to your voucher the question source also got a salmon having a glass eye. Too bad the fishy look broke
into shards but at least an apology was recieved if not from the fish.

No that isn't good enough, imagine if you hate of ate some, all they do is they just give you a voucher for another one, or do they get that so much they can just afford to give away £5 vouchers? If you are dissatisfied, choose a different brand, or even better go to the in-store fishmongers.

You can send the tin with glass in to the address on the back of the tin but they might only give you the 5 pound voucher then it wouln't be worth it.

Food processing businesses are required by law to carry MAJOR liability insurances to cover damages caused by any type of snaffu in the system !!
Hopefully, you haven't made any kinds of agreements with these people -- verbal OR (especially) written !!
Get this matter in front of a lawyer at the earliest possible time -- preserve the container in as pristene of conditions that you can in order to have it inspected by someone of forensic license (therein is evidence) !!
There is one school of thought that will say --- Oh, well, you weren't actually INJURED in this incident !! BUT, on the other hand --- you could have been --- very easily injured extremely bad !! And, the sheer possibility of THAT is enough here, for a suit --- I can almost guarantee you !!!

Glass in canned fish is serious. I would check with your local health department, government office, Ag. department and see who they recommend you report this to. If one can has it in, there very likely are more out there and a recall should be sent out. Notify the store you purchased the can from right away.

You can't expect more personally than the cost of the tin, unless some injury resulted. You should ensure that the batch is inspected, and recalled if necessary.

I would tell them 5 pounds is not enough, but since no one ate it and was hurt I wouldn't expect too much more.
