Your personel exemption* plus your standard deduction* is the amount of money you can make, without filing a tax return, because at that point you do not owe the government anything. However, if there was tax withheld from your pay, you will want to file, because that would be refunded to you. You are taxed on the amount you made over your total deduction*.

It depends on the source. If it's from self-employment, you have to file if you make anything over $399 for the year.
For other types of income, it depends on your filing status and age, but for most people is your standard deduction plus your exemption amount if you are entitled to claim yourself. For someone single, not a dependent, that would be $8750 for 2007.

According to the written laws of your country you are not legally obliged to file income tax returns. There is no law that says you have to.
