if a girl stares into a guys eye for a few seconds, how does he interpret that? does he think she wants him? or is he looking back simply trying to figure out what she's thinking lol and is totally clueless

That it calls "the moment" you had a moment with him, but could means a lot of things, if you had a bad or good hair style, your cloths, your teeth, the girl is right behind you, or making a movie in his mind of severial things. It could be a liking thing or pass and by thing. Don't be clueless if he do that more than three times it means he want something with you.

Maybe the girl like the guy. It is not normal for a girl to look at a guys eyes even if to the one she've known before. It may be the sign that she have a feelings for that person that she couldn't vocally say so she wants the guy to feel it on how she do such things.

Guys have really big egos and take any unique gesture as a sign that the girl's in love with them. The guy probably thinks you're into him. Oh brother.

If it is a girl I don't know, and she looks into my eyes for longer than would seem 'normal' I take that as a sign that she would like to get to know me.

She could be thinking, "Does he know he has a piece of spinach stuck in his teeth?" or, "I can't believe you just said that!" or a host of other things. Maybe she's just trying to be a good listener.
