You can also use Picasa to get the soft focus. The tool is called Glow and it is on the Effects tab. Other effects too that might help with this look.

It is free and from Google.

Ace pretty much has it and if you want to give it that little blurry look that will soften up his features just smear alittle vasalin or petrolium jelly on your UV filter (not directly on the lens!) if you dont have a filter just shoot through a plate of glass with some vasalin smeared on it instead. it will soften up the image and take care of skin texture.

Ace's answer sounds pretty good, but this guy's skin is so creamy smooth, I am sure that it has some work done in Photoshop. Do what Ace said and see how close you can get, though.
