Frequency is defined as the number of cycles per second... hence 103.3 MHz means the signal changes from positive to negative for 103.3 * 10^6 times per second.....

Thats right MHz is a million. The station transmits at 103.3 million cycles per second. That's just the freqency of the carrier wave.
