Get a trap from the animal shelter and set them up and take them to the pound if your neighbors are too irresponsible to take care of their cats. Cats fall under the leash laws too

Cats don't poop in grass that's cut short, just mowing your lawn should stop that part of it.
I've got a flower garden in front which is 'used' by the local strays, and I have to say it's growing like a jungle. Cat pee and poop don't hurt plants (unlike dog poop and pee which is a whole lot more acidic.)
The garden thing won't be a problem. You can toss some dirt over the bulk stuff if the ground is too hard for them to cover it adequately, but really it's just fertilizer and won't harm anything.

Use lemon juice cats do not like citrus. Also I put pine cones in my flower beds.

well eather take matters in to your own hands and when ever it comes around make loud sounds our squirt it with a water sprayer and soon it will not come back and if it does take it to your neighbors and tell them next time the cat comes back you will take it to the shelter! or if they really care they will train it to ba an inside cat! =)

My grandmother use to sprinkle red pepper in her flowerbeds. You should have seen those cats take off. You could call animal control. People are responsible for their cats just like they are for their dogs.

Make a mixture of cayenne pepper (or any kind of hot pepper will work) and water and spray it around your plants and yard.
I have also heard that vinegar is a cat repellent, but I haven't tried that one.

try spraying (i think lemon juice) on your flowers. they dislike the taste.
