He is boyfriend NOT engaged/promised! 500 spending limit. One year anniversary. He is 23. Likes cars, video games, already mentioned xbox360 and Halo3!
Is 500 dollars too much for a 1st anniversary?

1st year anniversary for a boyfriend....$500 is too much!!!
My 1st year anniversary I bought concert tickets to see Dave Matthews Band (One of his favorite anytime music bands) I taped it to the back of their new CD and handed it to him (gift wrapped of course).
Our 2nd year anniversary I bought him a gift card to Victoria's Secret and wrapped it inside of their latest lingere catalog.
3rd year anniversary I bought him a new laptop computer
4th year anniversary I bought him a gift certificate towards a paint job for his 2000 SS Camaro
5th year anniversary is coming up this November... I bought cruise tickets to Acapulco

What does he have already? What are his interestS? Not knowing but knowing he is human and he is a male then most men I know would love a stag handled pocket knife form W. R. Case. The style depends on the man.
Or jewlery. A Ring or gold chain. Kidding? No. A friend of mine was given a gold ring with a horse shoe on it and he loved it. My buddy was given a heavy gold chain necklace and loved it. Me, I would love a Case sowbelly, india stag. I recieved a special gold key chain form some ladies once and charished it until I forgot to take it from my truck I traded in.
Hey, is he into music? How about a Fender Mexican Strat guitar for about $389 from Guitar Center.

If he doesn't have it yet that is.
Get him an xbox 360 system (its called core) 249.99
and also get him a halo 3 game (59.99)
and also get him a second controller (49.99)
You can get him al this at wallmart. Halo 3 came out on the 25th and its a big deal to guys!
And the rest of your money you could get him a daily devotional bible studies book.

well i think it might be a little bit rich all of us likes surprises
my be look at something u can both use a toy or something maybe for the bedroom as a sup prise or u could go for the xbox and halo but your sex life my suffer don't say i didn't warn u as they say boys with their toys so u could take advantage of that enjoy

That depends so much on your boyfriend. Get him something personal... Something you know he'll love. Sports guy? Season tickets... video game junky? PS3... Loves to travel? Go on a road trip... Make it personal though... make it from you.
