It is weird? I think I might be going through puberty since I'm a teen anyways does that mean I'm building muscle? Why is it growing so fast?

I would say that the muscles are not stronger they are just active. If your muscles tend to get bigger after certain exercises then you most likely have a high testosterone level. If I work out even once my muscle mass gets bigger. With the onset of puberty your testosterone level should have increased so it is partially the cause.

Also muscles have memory if you have ran a lot before they will find it easier to return to the enlarge state they had once been in.

You are doing both. You are building muscle and growing faster due to the exercise.

Dont worry bout it, It just means that you've pushed through your safe zone while you run which means you can run for as long as you like and not get puffed or anything. Its actually very useful to have. So dont worry bout it, if anything you should be happy!
