My guess is that she was taken away from her mother too early and doesn't know how to mew properly. When I got my 2 cats (as kittens from different mothers), the female was the same as yours. Not friendly, very suspicious of everything. But when she wanted something (love, food, water, not feeling well), she'd come up to us and do the "huh" bit. She eventually did learn how to do the meow, but it took her around 6 months to get around to it.
So it's nothing to worry about. Love her lots.

Some cats just don't meow, they'll make all sorts of noises.
Personally I get a small "meahh" and a short hiss from the outdoor cat every morning when I take food to the back bowl. He gets his signals mixed up and we got used to being hissed at as he raises his tail and butt end for a petting as we go by. We know he doesn't mean it, he just gets confused.

It means "Yo!" or "hey you!". She approaches you because she wants something. Even tho she's not affectionate in the ways YOU want, she recognizes that you can be useful when she wants something.
Talk to her a lot, and she'll learn "people talk"- she will recognize vocabulary words and you'll both communicate better. Mine know a lot of people phrases- when asked if they want out, will go to the door, or drink will go to the bowl, they go to the various cabinets for food.

I had one like that and her greeting was, "Prrrttt!"
She is greeting you, in her own way. Give her a pat on the head, or rub behind her ears. Allow her to become friendly on her own.
