Depends on what "it" is, but generally, it is probably anything outside of a childhood of going to school and playing baseball or Barbies. Mostly it means someone is gaining or profiting off of the children, and harming the children in some way in the process.
Exploiting children can mean sexually, child labor, and possibly even when parents live off their children's fame as show-biz children, or get government subsidies for taking care of kids that they actually neglect.
It's pretty broad. You'd have to read it in context to know specifically.

"Exploited Children" are usually "used for profit" by an adult who is too lazy to work themselves & make an honest living. Often times the work that the Children are forced to do is illegal (certainly for Children anyway). The Children are rarely paid any kind of reasonable wage, if they are paid at all. Many Children are simply ware-housed for the labor they provide. Economics plays a role here as well- some Children have no other choice in a country with a 3rd & 4th World economy.

"Exploited" children are children who are used by pedophiles, family members, people in trusted positions of authority (i.e. Roman Catholic Priests), etc., for horrific purposes (I believe it unnecessary to list them). Oftentimes these kids are vulnerable (low self esteem, recent traumatic event within the family, abused or neglected, etc.), but it is not always the case.
Unfortunately, in our country, we place more value on our possessions than our children. It will be most interesting to see what Michael Vick;'s sentence will be for abusinng and killing dogs (I DO love animals, but I love my children, nieces, nephews, and grandchildren much more), compared to the sentences handed down to those who exploit children.

i always hear it when people talk about sexually abuse there is a center for missing and exploited children.
