Good grief, throwing rice IS NOT HARMFUL to birds!
The rice is usually thrown as they leave the building or area they got married in, after everyone has gone through the receiving line.

Rice is no longer thrown at weddings because it is harmful to the birds. Now people throw birdseed or confetti. The time to throw is after the wedding as they leave the church.

People usually don't throw rice anymore. At two weddings I've been to, they gave everyone a little thing of bubbles, and we blew bubbles. But that wasn't until they walked from the reception to their getaway car.

I heard that you shouldn't throw rice, it's supposed to be harmful to birds but don't know? You should throw rose petals instead and they are much nicer anyway. I think it is thrown when they are just married and leave the church?

it's better to do outside, so that birds will eat the rice after it is thrown (there is an urban legend that says birds are harmed from eating it... this is thoroughly untrue!). it doesn't matter, though, tradition holds that you simply throw it after the ceremony.

Yes, but like others have said you may have to do birdseed due to new laws. You can also do bubbles or have butterlies or doves released.
