I assume that you did not teach them to step up. If you had, they would trust you. You will need to spend a great deal of time with them to establish trust. Sit with them, and talk to them for 1 to 2 hours each day. Offer them their favorite treats from your hand . When they take the treats with ease, then gently stroke their chest and belly. After they accept this , then try gently scratching their necks and the back of their heads.

Some birds will never like having their wings or tail touched, but most love to have their head and neck scratched.

Be sure to clip their wings, as this makes them more sociable. You may also have more trouble if your birds live in the same cage together. They usually establish a bond to each other in these cases, and then are less happy with you.

Above all ,have patience !

Good luck

Ok. What i recomend is to bring them to a room that they cant get away with and talk to them. Sometimes you will have to wear gloves (they might be afirad of). But if they do bite you just in a firm voice say no. They will soon enogh gain trust to you.

That maybe all you get but try holding them up against your chest and scratch their head. I am doing this to one I have that hates hands and she is getting better. You can say no bit to them when they bit. In the beginning you may need a towel to hold them close to you or a box of bandaids.

"John P" has already said it. My personal experience of my cockatiel is this: have as much interaction with them as possible. They will get used to you.
