It wouldn't be easy; it wouldn't be cheap, and it WOULD depend on what KIND of country you wanted to "set up..." -Whether it was a Democracy, Monarchy, Dictatorship, -whatever. And as for "taking over a Country" & making it "your own", -the problem with THAT tends to be you end up spending alot of your time & $$$ cleaning up the MESS that the former Govenment left behind... So be careful what you ask for when it comes to starting a new Nation...-It could come back to rule YOU! :)

Secondly, do you know how MUCH it would cost to get land from a nation that is not only private but sovereign?

Well, the Bay of Pigs was relatively expensive, and we didn't even win the day. It would be better to purchase the land from a poor enough country that they are willing to give up sovereignity. However, it is likely to be something the size of an island, in that case.

Forget Cuba. You wouldn't want it at the moment. Wait until the Castro thing is dry as silica gel.
Best way for unclaimed land is to 'build your own' in international waters. Set up an island nation built from discarded CRT's (computer monitors). They float, adhere nicely to concrete and don't pollute. Form huge rings of land that would serve, also, as break-waters.
Ideally, you should envision an economy that's as symbiotic with the ocean as possible. Citizens, then, would buy their own boats as they'd need them as much for commerce as for personal transport and living space. Again, they'd double as "land" as the people could live on their boats, reducing demand for your costly CRT land-space.
The relative calm within the break-water rings would permit optimal interaction with the water at minimal risk as well as minimal interference with nature. No blockage of sun.
