You can do it, as long as the light bar isn't visible, and the siren can't be heard.

I have to ask why would you want a police siren and light bar on your vehicle in the first place? My immediate thought is that you want to feel important as other people will look at you and your vehicle and assume you're an officer of the law.
You might be a "wanna Be" in which case go to college take some police science courses, apply to be an officer, go through the testing and background and become one.
Dressing up your vehicle to resemble a police car, could get you shot my friend. unfortunately there are many gang bangers and other sorts that might take a shot at you while your cruising in your make believe police vehicle. It's a bad idea all the way around.
To answer the question it is not illegal to have a siren on your vehicle unless you use it. Then your in violation. the light bar is a different story. if it has colored lights that identify you as a law enforcement officer IE blue and red lights facing the from of the vehicle or rotating in a 360 degree circle you would be in violation whether or not their turned on or not.
Again this is a very bad idea. To be sure check with your local highway patrol and also check with the department of motor vehicles. in any case, it's a very bad idea.

I volenteer for REACT. REACT stands for Radio Emergency Associated Communications Team. Alot of REACT groups have a full size lightbar. Most of us have sirens in our vehicles. We DO NOT use sirens UNLESS a police officer ask you to go the wrong way on the freeway for their reasons to assist on rerouting traffic faster. We, A Group of REACT is a team. I have a full size lightbar. I only use them before the assist on a accident, when the vehicle is stoped, and when we depart and complete the area and up to speed. REACT assist police and fire when we are paged or called upon.
If you have a police siren in your car and not a security officer, police officer, or a volenteer fire/ems. REMOVE THEM. If you are a member of REACT check with your county sherriff's department. Your lightbar should be Amber in front of the bar, one set of red with a commination of Amber in the rear of the bar. Some states do not allow you to have red. REACT work closely with the sherriffs department on all traffic accidents, disables, and fire.
If you want to have a lightbar make sure its amber. If you want to join REACT. go to www.reactintl.org
The reason I use the lightbar and sirens with a group is because it is permitted by our local police department and during our escorts of 500 or more motorcycles. The sirens can be heard over top the loud harleys before approching the intersections.
Other activities we don't use our sirens at all. Just the lighting.
I also work for a security company. I have been a security officer for 12 years. The company has our own vehicles with lightbars and it has green lights. From time to time I am allowed to take my personal vehicle /per the cheif, and use it on some of my accounts. Just the amber lights, no sirens.
Air horns your aloud to have, No sirens.

Volunteer firefighters install both in their personal vehicles.
You can't install any blue lights, or red lights if you are not a firefighter or emergency responder. You also can't use the siren unless you are one of the above.
So you can install an orange lightbar (like a tow truck) and install a siren and never turn it on.

Yes it is illegal. Inless you're an officer and have they say you can. Most of the time even if you're an officer you still can't put it on your personal car. Sorry! If you want to make sure, you may call or e-mail your local police department (Information Desk)

What good would having it and not being able to use it be? The lightbar would get you pulled over very quickly. If you have no criminal or fraudulent intentions, why do you need it? Using it would be fradulent and criminal.
