There are pervs out there most certainly. If I did something like that I would say something like, 'oh my god, I'm so sorry that was a complete accident'.
That will always be enough to assure whoever you accidentaly touched that it was an accident. If someone was to go on about it one might think they meant to do it to get a reaction.

Can't say i have been guilty of private touching accidents mind .. im more carefull with myself and tend, generally not to get that close to people i am unfamiliar with !!

Depends on how well you know the person. When I've done it, I've kind of laughed and said "Oops, I'll send you a check for that" but if it's somebody that I really don't know what well then a simple "excuse me" suffices.

depends if you know them well or not! if i did that to a friend by accident, i usually just laugh and say, oh, i got a sly feel of ya there! if it's a stranger, just say sorry but don't let yourself feel embarrassed over it, it's just one of those things!

The appropriate thing to do is say, "I'm so sorry; please excuse me" and then remove the hand immediately. Some people are probably trying to take advantage of this, unfortunately. Beware.

lol its so strange that happens alot with me n a couple of friends we usually laugh and say thir name in a shocked way and say something stupid like i didnt know you felt that way :)
If it was a stranger i would probably just say sorry and try not to laugh.
