Great question. When I was working full-time, I would sometimes have a person next to me who would be able to talk and talk all day and somehow get their work done. I'm the type of person who needs to concentrate on my work and I don't like to talk while I'm working. I think it's taking advantage of the employer to talk instead of work. I would just say, in a very gentle yet firm voice "I'd love to talk but I really need to concentrate on this right now..can we talk at break?", and then smile. You might have to repeat this a couple of times until the person breaks the habit of starting a conversation. Good luck.
