Lachrymal punctum. You have one in each lid, the one you see on the bottom, you have one on the top lid just like it. It is where tears are released onto the surface of the eye. The tear duct is located in the top lid and "pipes" the tears to those little holes.

They are called lacrimal punctum (singular)/ puncta (plural). We have 2 in each eye, the upper and lower.
