I have a blue color paint on my walls in my room. I want to paint it more of a neutral color. Do i need a primer because of the dark color of my walls? How many coats of new paint?

you don't need to prime it, but you will need two or three coats of new paint to cover the darker color. good luck...

Primer isn't necessary as long as you are going to be applying latex (water-based) paint over latex paint and not over alkyd (oil) paint.

How many coats of paint required will be determined by just how dark your blue is and just how pale your new neutral colour is, as well as on the quality of the paint you will be applying. I would expect you'd be facing 2 or 3 coats of paint using a decent quality, medium-tone neutral colour.

If it is any color darker than royal blue, you probably need to prime it.
