When trying to build an Array formula in summoning up the Define Name Box I go through the usual steps in Excel to build the Array Formula. But while actually going through these steps to summon up the Define Name Box from the Excel menu bar, Insert> Name and then choosing Paste, the drop down that shows paste is not highlighted for me to click on to it to summon up the Define Name Box, What can I do to have the drop down highlighted?

I think you are going about defining the array all wrong. Read up on the particular function you want to enter for a formula for the array. Then go and select the area or cells that you want the array formula to go into. Then place your cursor in the formula bar and enter the formula. When you are done entering the formula press:

Ctrl + Shift + Enter

That will define the formula as an array. If you want to use the insert function procedure. Click on the Fx button to the left of the formula bar and make out your formula like a regular formula and click OK. Then go back and select the cell and put your cursor in the formula bar and press Ctrl + Shift + Enter or you can just put brackets around the whole formula including the equals sign.
