Just as Jehovah raised up Saviors in the past to save his people.

Jehovah raised up Jesus to save his people.

(Judges 3:9) . . .Then Jehovah raised a savior up for the sons of Israel that he might save them, Oth′ni·el the son of Ke′naz, . . .



(Judges 3:15) . . .So Jehovah raised up for them a savior, E′hud the son of Ge′ra, . . .



(1 Samuel 23:5) . . .David came to be the savior of the inhabitants of Kei′lah.

In I Isaiah that was God speaking... He had yet to come to Earth in flesh... when He did He was within the man Jesus... Jesus The Christ was both fully God and fully man. In titus that speaks to what those who come to God as He prescribes receive... through Jesus The Christ.
