What gets me is Nascar said they knew that it wasn't intentional yet they still fined Carl c/c and took 25 point's from Carl.

No, and from what I have read, he doesn't think he will either. He just couldn't let it go and for good reasons. Nascar is like a kangaroo court and you will really have to prove them wrong to get it overturned. When you are judge, jury and punisher, you have all the power so it is highly unlikely that it will ever happen for anyone, unless and this is very extreme, that someone could prove that Nascar made a (dare I say it), mistake.

This isn't the first time that this has happend to him though since 1990 Roush has had at least 2 penalties both with Mark Martin late in the season that has put him out of the title hunt.

Roush can appeal all he wants, but this is just another saga in the feud he has had with the organization that started back many, many years ago. He will not win this one, and he has never won any dispute with the governing body.

Nascar says it isn't crash damage because the COT template still fit the car in post race inspection.
The fine will stand.

No. Nascar HQ won't admit they are wrong. Even when they are.... That's why the cup series has turned into the pro wrestling of motor sports.
look at what happened (Robby Gordon) in Montreal.... video proof and they still didn't admit they were wrong.

I hope not. This COT car is a sore subject to most when it comes to fines and if NASCAR is going to go after everything and anything then he should be included.PERIOD!
AS far as I am concerned he got off way to easy.

Nope, just standard procedure for owners.
I also agree with William D., just because this racer is in the "Chase", he shouldn't get "special" treatment. The 100 point fine has been standard all year long....
