Let me define this more clearly -- what does their training in law school direct the motives of an criminal -- how do they get inside the criminals mind, without becoming like a criminal??

honestly, I figured military have to have contact with and question military soliders when war crimes are being investigated

You do not have to become someone to understand them.

As to techiniques, there are a number. The most popularly known one is DNA analysis. It used to not exist, and even when it first came into being, it was expensieve. Now, much less so.

Second, and much less high , is just the perspective of new minds on the project. When people work together on a project, they tend to adopt a common mind set. When fresh blood is brought in, the previous thoughts are often questioned.
