Same reason Walter Reed Hospital was a wreak. They thought they could cut corners and get away with it. And, they simply don't care about these people after they can't do any more fighting for them.

Did you try it?
Did the Patient complain of it?
Do you know why that particular diet was served?

Not enough cash to buy something decent to serve.
The food had to fit all health needs. Low Sodium, Low sugar, Low carbs, Low in Fat, Low in calories, less chew due teeth missing in most vets. Probably mashed down to baby food goo.
Or the headmaster takes the cash, undermines (pockets what he cans finds cheapest bid and takes it). SLOP is served.
