My family is big into board games. If you don't have a great selection you can either go to like a target or walmart and get a good one for under $30. There are certain ones that when you play, its different any time
try scattegories or cranium
some other ones I've played with younger kids (ages 7-13) that went over well are:
Imagine If..
Last Word
A to Z
Cranium Family Fun
Pictionary (or Pictionary Jr)
Pictureka
If you cant get to a store, why not make your own? If you can't come up with any ideas on what to do, google a few of those games i mentioned above and just duplicate it. Plus, if you are artsy at all, you might enjoy actually drawing out a board game, etc.

For an activity that could include everyone except the cat, you can make edible play-doh and make some fun things for a snack or dessert. Also, Uno is a really fun card game that anyone can play (except your little brother). Yahtzee, Scrabble, Life, Sorry and Catch Phrase are all fun games that can be played with 2 - 4 people in your family.

Get a seventeen magazine and comment to each other how cute the boys are! My sister is 12 and I'm 21 so if we wanna go somewhere, well we don't have that problem cuz I can drive. Do you live in a neighborhood? Perhaps you could take a walk around your neighborhood and talk to some people! re-decorate your room with stuff around the house, help your mom re-arrange the pots in the kitchen. Go through all your clothes and try them all on and see what fits and what doesn't and put the stuff that doesn't into a bag and donate them to a charity organization. Just whatever you do, be constructive, or you have wasted your Saturday!

Do you and your sister like to write? You could write a "role playing" adventure story, taking turns writing. My daughter and her friends do this all the time and LOVE it. They've made up imaginary Hogwarts characters to be and then role-played being a part of the Harry Potter world.
My brother and I used to play "Kitty has Cholera" when we were little. Cholera was a horrible disease in the old days and we used to pretend the cat had it. When she came near us, we'd run, screaming and climb up on the furniture. If the cat doesn't chase you, though, it's not as fun! ;) LOL!

We liked to play board games in my family when I lived at home. Monopoly, Life, card games, scrabble game that takes up time can really make the time pass.
If it is nice out and you have a yard, take it outside with a lawn game or a game of catch.

Play dress up using your parents clothes. The brother will love it. Do makeup and hats, scarves. gloves, etc and be sure to take pictures after you put on a style show for your parents. And of course, you will need to cleanup and put away clothes afterward. Hey, you can dress the cat too! Sounds like fun to me!

well I don't know how old but what about have some girlfriends over listen to music or have your parents do a BBQ and help cook up some goodies like cookies or cup cakes. or go to the park for a family picnic worse you could clean house and do laundry or yard work pull weeds
