Nearly every state now has a Zero Tolerance program for juveniles who are under the influence. In my state, you will lose your driver's license until you turn 21 for an arrest while intoxicated, even if you were not driving at the time of your arrest.
Yes, having 2-3 shots in the course of an hour will put you over the legal limit for someone over 21.

If you are underage, they can arrest you for having ANY alcohol in your system. You can't legally have alcohol until you are 21 (at least in America - different countries have different laws).
And, yes, 2 or 3 shots, especially if done quickly, will certainly give you elevated blood alcohol, and will also give you a positive Breathalyzer test.

For underage persons, the legal limit is ZERO.
Depending on the alcohol content in the shots, you could measure .01-.06 after 3 shots. Subtract .015 for every hour from the first drink until you are tested.
It depends not only on the alcohol in the shots, but food in your stomach. The food absorbs the alcohol, which slows the alcohol from entering your blood stream.
If your stomach is empty, alcohol enters your blood fast. You don't digest alchohol, you ingest is, so it enters your blood unchanged, and the body doesn't convert it.

There is a ZERO tolerance for anyone who is underage. If it registers at .01, they can fine you, arrest you, take your license away from you, etc..
Because it is 100% completely illegal for anyone under 21 to drink, they have a zero tolerance law.
But if you are over 21, then I think they allow up to 2.0 or something like that.

when i was underage and had a brethalyzer test i blew a .04 and they let me go...they did tell me that if i blew any higher than that they would have taken me in. i think it really depends on what state ur in as well. 3 shots would put u at a .06.
